En 1948, el francés Edouard Le Danois sorprendió al mundo con su libro "Las profundidades del mar", en el que detallaba la existencia de una montaña submarina a 60 kilómetros de la costa asturiana. Le Danois había descubierto el banco 10 años antes, en una expedición científica y la bautizó con su nombre. La montaña submarina, de hasta 4.500 metros de altura, era nueva para la ciencia, pero no para los pescadores del Cantábrico, que a principios del siglo XX ya la conocían como El Cachucho, nombre que en la zona se da al pez palometa roja.

La Comisión Europea amplió en 2007, por primera vez, la red de espacios naturales Natura 2000 a zonas costeras y marinas. Reservas marinas como la del Cachucho, frente a la costa asturiana, o La Vall, en Menorca, están incluidas. Así, la protección medioambiental marina crece en España, Francia y Dinamarca.

La red Natura 2000 se ha ampliado en cerca de 27.000 km2 en toda la Unión Europea. Según un comunicado de la Comunidad Europea, 17.500 de los 27.000 km2 añadidos a la red corresponden a zonas marinas, principalmente en España, Francia y Dinamarca.

El Cachucho, una montaña submarina ubique se encuentra a unos 65 kms de las costas de Ribadesella y que presenta una gran diversidad biológica, es una de ellas. Esta reserva marina, con un total de 2.349,52 km2 es la primera zona protegida únicamente marina que se declara en España.
En España también se ha incluido la zona de La Vall (Menorca), región de acantilados y lagunas costeras y hábitat de la tortuga mediterránea.
En Francia, se ha añadido a la red una parte del estuario del río Loira, donde pasan los salmones atlánticos durante sus migraciones.
En Dinamarca, se ha incluido el área de Sydlige Nordso, con el fin de proteger los cetáceos locales.
El comisario europeo de Medio Ambiente, Janez Potocnik, declaró que la red Natura 2000 es "un seguro de vida" para el medio ambiente en la Unión Europea y se ha congratulado de que la ampliación de la red afecte en gran parte de áreas marítimas.

El Cachucho: la primera Área Marina Protegida de España

El Consejo de Ministros declaró la primera Área Marina Protegida de España. Se trata de El Cachucho, una montaña submarina situada a 60 kilómetros frente a las costas de Llanes, en Asturias, cuya cima se eleva hasta los 500 metros de profundidad.
“El Cachucho es una plataforma sumergida de 57 kms de largo por 17 kms de ancho, que va desde una profundidad de 4.000 metros hasta alcanzar los 450 bajo el nivel del mar en su parte más elevada y los 600 en sus escarpes hacia la sima. A partir de ahí, cae en picado en una de las mayores pendientes conocidas del Atlántico Norte. El afloramiento de aguas abisales fertiliza el entorno y proporciona un soporte rocoso para más de 500 especies.”

El Cachucho es uno de los nombres que se da a la palometa roja (Beryx splendens), muy abundante en la zona. A pesar de la intensa actividad pesquera, El Cachucho es una de las áreas marinas de más elevada biodiversidad de nuestro litoral, y así se ha argumentado para conseguir su protección.

Los investigadores han identificado más de 550 especies, entre las que destacan corales de agua fría, peces abisales, estrellas y crustáceos únicos. Se han descubierto una decena de nuevas especies y la zona es frecuentada por gran número de cetáceos. Según informes científicos en esta zona sólo un 15% de lo pescado con un arte pesquero de arrastre -el tren de bolos- son especies comerciales.
La pesca de arrastre, las maniobras militares que impliquen impactos en el medio o la exploración sísmica para detectar hidrocarburos quedan reguladas por la figura de protección aplicada, tal como se recoge en la recientemente aprobada Ley del Patrimonio Natural y la Biodiversidad.
Además del Cachucho, Medio Ambiente tiene intención de proteger el Banco de Galicia (el de pescar no el de los ahorros), el Canal de Menorca y el Cabo de Creus.
Ojalá lleguemos a tiempo aunque me parece que el arroz se ha pasado ya un poco. Aunque ya se sabe “en el comer y en el rascar todo es empezar”… aunque sea en el siglo XXI.
Nunca es tarde si la dicha es mucha, o eso dicen por ahí.

El Cachucho’s legal protection: an example of good governance
The biological richness of El Cachucho gave rise to its inclusion by WWF/Adena in the proposal publicly submitted by this NGO in Madrid on March 13, 2006, concerning its becoming a constituent element of a network of Maritime Protected Areas. A process was thus started which came to fruition when the Ministry of the Environment published a Ministerial Order whereby the appropriate measures were approved for the protection of this maritime area. (ARM/3840/2008 Order, approved on December 23)
Due to its natural wealth, El Cachucho’s maritime area meets the criteria, as laid down by Directive 43/92 EEC, approved on May 21, on the preservation of natural habitats and the wild fauna and flora, for it to be designated as a Spot of Interest to the Community within the Natura 2000 Network, doing likewise as regards the criteria to be included in the OSPAR Convention network of Maritime Protected Areas.
With a view to its being designated as a Maritime Protected Area, two working groups were established, one being scientific-technical in nature while the other dealt with legal-administrative issues, both of which were managed and coordinated by the Directorate-general for Biodiversity, dependent on the Ministry of the Environment. The groups endeavoured to carry out a dynamic and participatory process, finding room for all organizations that could contribute information and experience about El Cachucho, among which -in addition to the official and scientific bodies concerned- the Asturias Guilds of Fishermen and other associations belonging to the fishing industry, as well as to NGOs (WWF/Adena) and Oceana, were numbered.
The scientific working group did prepare a summary report on the Bank’s natural values, as well as the technical specifications for El Cachucho to be incorporated into the Natura 2000 Network and the OSPAR Convention network of Maritime Protected Areas. For its part, the legal-administrative working group did analyse the consequences of the designation of El Cachucho as a Maritime Protected Area and suggested the most appropriate procedure to the realization of such designation, by drawing-up a Draft Agreement to be submitted to Cabinet.
